Guerilla wars cannot be won by war. You're correct on that point.

First of all you need to break them, then only you can go for an unconditional political solution through negotiation.

And that's what the GOSL is doing.

After few more months, hopefully the LTTE will realise that this war cannot be won, then they will come for negotiations without any condition.
