Quite easily done by managing the Group policy. Nothing you can do.. unless they elevate you to have admin privileges.

So it can be set to the entire lan network and manage from a one place? You mean if I take a look at group policy documentation something I can try this for even 3 pcs right? This is possible through creating few virtual machines? I want to try this

If it's just a couple of PC's then you don't even need to create a GPO for the domain. (probably you don't have a domain set up)
In that case just restrict individual machines... Many ways.
    eg
    https://www.thewindowsclub.com/how-to-prevent-users-from-installing-programs-in-windows-7

Im just trying to do with few machines in VM. But I want to know how they do that in a large organization, because there are more than 200 computers in there. probably around 400 at least. :oo:

for example if there are 2 or 3 floors and around 30-40 computers how can we achieve this? How do they even maintain.they push updates and all via network even a small software installation done via network. We dont even see what they do its just displays a lockscreen while they maintain our PC's. Is it achieved through Active directory or something? like maintaining a windows server ?just curious and wanted to know more

Yes.. You can use the Group Policy to automatically distribute programs to client computers or users, enforce other restrictions etc
Read GPO documentation under domain setup. There is a lot to read, even with Microsoft documentation.
