This is a good solution Free wifi is given to spend ur time at the station without getting bored...not to download movies ..usually people dont need to stay at stations if there's no train scheduled within 30 minutes time duration, maximum. So if one stays at a station, his maximum time of stay there will be like 20 mins..so within that 20 mins, he can use the free wifi quota to login to fb, g+ etc..and he can get off as soon as the train arrives.

But that limit shoud be atleast 50MB for Sri Lanakans because there are so many train delays, large gaps between train schedules etc. and that quota must be given with a good speed.
