The UN hasn't imposed on any country to recognise Vesak. It's upto each country to decide on the UN's recognition to Vesak and act accordingly. There are so many UN International days, many falling on the same day, that people may forget one.
Lakshman Kadirgamar proposed this in 1998 and it was given International recognition in 2000.

Yes... Kadiragmar did propose the international recognition of Vesak as a day of observance and it's a United Nations Observance Day.
Also if I remember right JRJ had discussions with the Indonesian Prsident and got the Vesak holiday in Indonesia.
Usually it's a holiday in many South Asian countries and also Japan... but the dates vary from May to June.
