My two cent is that they should not tax individuals who are not eligible. Taxing and refunding them would create unnecessary additional hassle and not practical. And definitely will fail

But the circular hasn't even been released yet, and the new WHT will be effective from 1st of April 2025. Let's wait until they release the circular then review it and discuss.
