it is not modern or pretty or anything. But I don't see any big problems either.

TBH I can see all the information avialable very easyly without a proble and can find all the services with one or two clicks.

Compared to some of the other websites, I don't see any problem with this site.

Most of the government websites are like this. NOT only on sri lanka. Go and see some of the US government websites, those are also very old looking sites, but functionning wthout any problem.

This is not a business, this is a government website.
If it's a business website, the main goal shpuld be selling XYZ
Since this is a government website, main focus should be information availability and let the users to nevigate the information easily. I feel the UI is simple and easy to understand people with wery low technical knowhow.
