Possibly even over there, the average person does not know how to administer CPR..

I read on the web that SL has only 300 or so Ambulances for 22 Million people..!

So no wonder why people scramble to put the victim into Tuktuks..

They have a good intention to save that injured cyclist, but illiteracy and not having any knowledge regarding the consequence of those actions can lead that injured guy to be crippled. So yes, it's high time to educate the people and introduce a new task force to give essential first aid. This can be implemented with motorcyclist paramedics.
