Simply visit the electricity board and water board in your area and ask them.

As @Ithika mithika mentioned get postal address done first from gramasewaka because address is required for utility application forms.
Sometimes, house plan required only water board. The diameter of water pipe given for connection "may" depend on number of floors you have so that there enough pressure for upstairs. Some areas may be no pressure at all
. House plan required they said also because no water given to bear land without a proposed approved house plan to be built.
(Dunno if waterboard giving water to bear land without house plan now as there is a food revolution and every bear land have to grow vegetables

CEB they usually gave temporary connection for house to be built and rates are different to domestic charges. After building house, have to change rate scheme to domestic or whatever you build.
If photocopy of deed etc not ok and original in bank, get certified photocopy from bank.

After getting general idea, always good to check with office you dealing with what exact document list need - what are the originals, do they want keep the original or they will look and return original, do they want certified copy of original even after seeing original, what are the copies and how many and where certified copy ok if original not available, is just a photocopy ok etc etc.
