Usually if a bank keeps any original document, they should be willing to give you a certified copy of that document on request. If in doubt better ask bank.
In my experience, my plans were already approved so question did not arise. Best check with CEB in your area.
Supposing approved seal is not on your land survey plan, and you have a master plan indicating your plot and that master plan has the approval seal, that is ok for most places. Simply you submit both a copy of master plan with approval seal and a copy of your land plan (which may not have approval seal). Obviously if master plan has been approved for say residential development, then individual plots are also so. But some people may insist your land plan also has approval seal. It can depend on the people your area.
In some areas, there is no approval seals put on the plan, but separate letter given saying plan abc is approved.
Little little things can be different from place to place. Best to ask them.
When land was bought before thinking of building, you checked if land is approved for type of building going to be built (residential / commercial / or what ever type) and if not, got it approved.
N.B. Please note me not working with any bank, utility provider or local authority and provided the info from my experiences with a few different places at times. After getting general idea, always good to check with office you dealing with what exact document list need - what are the originals, do they want keep the original or they will look and return original, do they want certified copy of original even after seeing original, what are the copies and how many and where certified copy ok if original not available, is just a photocopy ok etc etc.
