This is a good move, government should have a single payment system and single authentication system. I have seen that even Uganda has their own login/IAM system with 2FA and other bells and whistles.
AFAIK we don't have a single IAM system and some government systems rely on their own credentials and some systems depending on 3rd party providers like google.
