AX-1 - Single cylinder
VTR - Twin Cylinder
Jade - Four Cylinder

these three bikes are 250cc's and AX-1 has the best fuel economy according to the number of cylinders but AX-1s are old bikes when compared to the VTRs. Manufacturing AX-1s stopped around 1996-1998.but Honda is manufacturing VTRs till today. But final model of VTR equipped with Carb has manufactured in 2007. Therefore the VTR is the latest and good on fuel at the moment...!
