The Conservator General of Forests of the Forest Department,Anura Sathurusinghe explaining the background told the Sunday Observer, there has not been any clearance of jungle in the Mannar district, after 2015.

Resettlement

He said, the media is highlighting the construction activities taking place in the forest lands released for resettlement purposes during the previous government, and what the media is highlighting now is about lands released from the Vilathtikulam forest reserve for resettlement purposes in 2013.

“We admit that in 2013 the Forest Department was compelled to release forest land in the Mannar district, because it was ordered by the then Presidential Task Force for Resettlement, Development and Security in the North, in order to speed up resettlement of displaced civilians from the North”, he added.

He said, after the end of the war in 2009, the Forest Department was not operational in the North and some of the forests in the North were under threat of depleting, as Security Forces, on the directive of the then government cleared some of the forests for resettlement purposes.

At the time the Forest Officers started their operations in the North in 2011, some forest lands from different parts of the Mannar district had already been cleared for resettlement. To end this, the Forest Department issued a gazette notification declaring some forests as forest reserves, mentioning only GPS references of those forests, without any surveying.

Accordingly, the Forest Department declared eight forests in the Mannar district as forest reserves in 2012, increasing the number of forest reserves in the district from three to eight.

Vilaththikulam forest consisting of 2,108 hectares of forest lands, under gazette No 1759/02 issued on May 2, 2012 was declared as a forest reserve from June 10, 2012 .

The controversial issue of deforestation of the Wilpattu National Park was highlighted during this period as some of the forest lands had to be released for resettlement purposes.

The Conservator General of Forests, Sathurusinghe admits that the mechanism and the procedure they had to follow when releasing those lands was not the correct legal procedure. “But of course, we have done whatever we could, to protect the forest and also to release some forest lands for resettlement purposes because it was compelled by the Presidential Task Force ”, he said.

As the then government insisted that the forest land be released for resettlement purposes, and that it should be done speedily, the Forest Department had suggested to appoint a committee consisting of District Secretaries, Divisional Secretaries, representatives of the Presidential Task Force and representatives of the Forest Department to decide on the matter.

Following this decision then Forest Conservator General, K.P. Ariyadasa in a letter dated February 14, 2013, released 2,388 acres; thus, 1,080 from the Mannar district, 983 from Mullaitivu district and 325 acres from the Vavuniya district were released for resettlement purposes.

It included nearly 700 acres of land in Pichcheivanniyakulam from the Vilaththikulam forest reserve located 12 kms north of the northern boundary of the Wilpattu National Park.

However, the latest issue regarding the felling of trees and deforestation is centred around forest lands which have been released in Pichcheivanniyakulam area in the Vilaththikulam forest reserve, in 2013.

According to the Forest Conservator General, the forest lands were released in 2013 to the District Secretary, Mannar ,without removing the trees in the forest lands, though it was the procedure that had to be followed when releasing forest land for resettlement purposes.

මහින්ද මුස්ලිම් ඡන්ද කුට්ටියට කෑදර කමට අපේ රටේ පරිසර පද්දතිය වික්කා. මේ ආණ්ඩුව ඒ මුස්ලිම් ඡන්ද කුට්ටිය නැති කරගෙන පරිසරය රැක ගනී කියලා උබ හිතනවද? කවදා වත් කරන්නේ නෑ. ඔක්කෝම වාසියට වැඩ. දීපුවා ආපහු ගන්න ලේසි නෑ.

විල්පත්තු විලත්තුකුලම් රක්ෂිතය නීතිවිරෝධි ලෙස හෙළි කළ බව විශේෂ විගණන වාර්තාවෙන් හෙළිවෙයි

විල්පත්තු විලත්තුකුලම් රක්ෂිතය නීතිවිරෝධී ආකාරයෙන් හෙළිකර ඇති බවට විලත්තිකුලම් රක්ෂිත වනාන්තරය අවභාවිතය සම්බන්ධයෙන් සිදුකරන විශේෂ විගණන වාර්තාවෙන් සනාථ වී තිබෙනවා.

පරිසර සංවිධාන අද මාධ්‍ය හමුවක් කැඳවමින් සඳහන් කළේ මෙම පරිසර විනාශය සම්බන්ධයෙන් ජනාධිපතිවරයා මැදිහත් වී වගකිව යුත්තන්ට එරෙහිව නීතිය ක්‍රියාත්මක කළ යුතු බවයි.

විල්පත්තු විලත්තිකුලම් රක්ෂිතයේ සිදු කෙරෙන දැවැන්ත වන සංහාරය පිළිබඳව අද දෙරණ උකුස්සා අවස්ථා කිහිපයදීම රට හමුවේ අනාවරණ කළා.

එහිදී ද සනාථ වුණේ රිෂාඩ් බදියුදීන් අමාත්‍යවරයා විසින් දැවැන්ත ලෙස පරිසරය විනාශ කරන ආකාරයයි.

එවැනි පසුබිමක පරිසර සංවිධාන නියෝජිතයින් විසින් ජනාධිපතිවරයා හමුවී තත්ත්වය පිළිබඳව පැමිණිලි කිරීමේන් අනතුරුව ජනාධිපතිවරයා විසින් ඒ පිළිබඳව සොයාබලා විශේෂ විගණණ වාර්තාවක් සපයන ලෙස විගාණකාධිපතිවරයාට නියෝගයක් නිකුත් කරනු ලැබුවා.

එහි ප්‍රථිඵලයක් ලෙස විලත්තිකුලම් රක්ෂිත වනාන්තරය අවභාවිතය සම්බන්ධයෙන් සිදු කරන ලද පිටු 136න් යුත් විශේෂ විගණන වාර්තාවක් විගණකාධිපතිවරයා විසින් පසුගියදා කතානායකවරයා වෙත භාර දී තිබෙනවා.

එහිදී නිරීක්ෂණය වී ඇත්තේ විලත්තිකුලම් වනාන්තරය රක්ෂිත වනාන්තරයක් වශයෙන් ප්‍රකාශයට පත්කර තිබියදී වන රක්ෂක ජනරාල් විසින් එකී රක්ෂිතයෙන් අක්කර 650ක් මන්නාරම දිසිත්‍රීක් ලේකම් වෙත අවතැන් වූ මුස්ලිම් ජනතාව නැවත පදිංචි කිරීම සඳහා නිදහස් කර ඇති බවයි.

එසේ නිදහස් කිරීමට වන රක්ෂක ජනරාල්ට අධිකාරි බලයක් හෝ නෛතික බලයක් නොතිබී ඇති බවත් එහිදී නිරීක්ෂණය වී තිබෙනවා.

මෙම අක්කර 650ක් වූ රක්ෂිත කැලෑ ප්‍රදේශය එළිකිරීමට පෙර පාරිසරික ඇගයීම් වාර්තාවක් ලබාගත යුතු වූව ද එබදු වාර්තාවක් ලබාගෙන නොමැති බවද මෙම විගණන වාර්තාවේ සඳහන්.

එවක වාණිජ හා කර්මාන්ත අමාත්‍ය රිෂාඩ් බදියුදීන්ගේ ප්‍රධානත්වයෙන් 2012 වසරේ ඔක්තෝබර් 05 වැනි දින පැවැති රැස්වීමේදී විලත්තිකුලම රක්ෂිත වනාන්තරයේ නැවත පදිංචි කිරීම සඳහා අවශ්‍ය ඉඩම් නිදහස් කරන ලෙසට වන සංරක්ෂක ජනරාල් වෙත දැන්වීමට තීරණය කර තිබුණද එම තීරණය කිරීමට අදාල අමාත්‍යවරයාට අධිකාරී බලයක් නොමැති බවද අදාල වාර්තාවේ දැක්වෙනවා.

නැවත පදිංචි කිරීම කළ යුත්තේ යුද්ධයෙන් ඉඩම් අහිමි වී අවතැන් වූ පවුල් වුවද , මෙහි ඉඩම් ලබාදී තිබුණේ යුද්ධය නිසා ඉඩම් අහිමි වීමක් සිදුවී නොමැති පුද්ගලයිහට බවද අදාල වර්තාවේ දැක්වෙනවා.

අදාළ වාර්තාවට අනුව 2013 වර්ෂයේ ජනවාරි මාසයේ නිකුත් කර ඇති චක්‍රෙල්ඛනයකට අනුව ඉඩම් ගැටලු විසඳන තුරු ඉඩම් බෙදා දීම නොකළ යුතු බවට අමාත්‍ය මණ්ඩලය ගත් ප්‍රතිපත්තිමය තීරණයට පටහැනිව යමින් රක්ෂිත වනාන්තරයෙන් ඉඩම් ලබා දී ඇති බවයි.

ඉඩම් කට්ටි 1030 ක් ලබා දි ඇති පුද්ගලයින් බහුතරයක් පුත්තලම දිස්ත්‍රික්කයේ පදිංචි අය බවට ඡන්ද හිමි නාමලේඛන අනුව සනාථ වු අතර ඔවුන්ට එම ප්‍රෙද්ශයේ ඉඩම් නොමැති බව ප්‍රකාශ කර තිබුණ ද එහි සත්‍යතාවය පරික්ෂාවට පක් කර නොතිබූ බව ද විලත්තිකුලම් රක්ෂිත වනාන්තරය අවභාවිතය සම්බන්ධයෙන් සිදු කරන ලද විශේෂ විගණන වාර්තාවේ සඳහන්.

එමෙන්ම උතුරු - නැගෙනහිර යුද්ධයෙන් අවතැන් වු තම ඉඩම් අහිමි වු පවුල්වලට තමන් පෙර පදිංචි මුල් ඉඩම් ලබා දීම ජනාධිපති කාර්ය සාධන බලකායේ ප්‍රධාන අරමුණ වුවද එයට පටහැනිව යමින් ඉඩම් අහිමි නොවු එහෙත් ඔවුන්ගේ දෙවන හා තුන්වන පරම්පරාවල පවුල්වලට රක්ෂිතයෙන් ඉඩම් ලබා දී ඇති බව මෙම වාර්තාවේ අවසන් වශයෙන් සඳහන් වන්නේ.

මේ අතර අදාළ විගණන වාර්තාව සම්බන්ධයෙන් කරුණු දැක්වීම සඳහා පරිසර සංවිධාන එක්ව අද පස්වරුවේ කොළඹදි මාධ්‍ය හමුවක් කැඳවා තිබුණා.

විල්පත්තුව වනාන්තර පද්ධතිය වනසා 2013 වසරේ ආරම්භ කල නිවාස ව්‍යාපෘති වලට අයත් නිවාස විශාල ප්‍රමාණයක් මේ වන විට කෑලැ වදිමින් තිබේ.

මෙම නිවාස ව්‍යාපෘතිය කිසිදු පරිසර අධ්‍යනයකින් තොරව සිදු කර තිබෙන අතර.ඒ පිළිබඳව අවස්ථා ගණනාවකදි මාධ්‍යයෙන්ද නිරන්තරයෙන් හෙළි කරන්නට විය.

ජනපද බිහි කිරිමේ අරමුනින් විදේශ ආධාර මත ඉදිකළ දැවැන්ත නිවාස ව්‍යාපෘති සඳහා කිසිදු සොයා බැලිමකින් තොරව ලංකා විදුලි බල මංඩලයද කැළෑ සහිත ප්‍රදේශ වෙත විදුලිය ලබා දි තිබේ.
