I don't get this. Interest rates for FD is maximum 20% per anum. Meaning 1.6% per month.

A buisness usually earns a profit of 3% minimum a month

to do business you need to get loans frequently. when you pay the loan interest from the profits, you get less take home money compared to a fixed deposit. Specially accounting for the risky business environment.

Many businesses (specially SMEs) are now running on a loss or bearly breaking even (not 3% profit)

They do without a proper plan bn. First of all Gov should separate the ground handling and catering proper way and then only can consider next step. Termination of air traffic is must.

Place the price tag on profitable section while keeping the messy one not gonna help to the republic but easy to find so called black-ish investor.

Great idea. If we advertise this with the entitlement of country leadership and at least one million dollars in salary per month, this would be enough to attract the world's best business leaders. We should chuck out our certified imbeciles and give business leaders a try. (Someone asked Tony Greg what would be the best idea to correct the management of the SL Cricket Board, and he said that we should convert the SL Cricket Board to a company and give these management positions to Australians.)
