That is called as income tax not PAYE tax. However, you can give it any name you like but SL has no proper tax structure like above countries.
You are talking about indirect taxes, but in Australia we pay only GST. That's all I know as another tax, which is included in every good and service.

Not EVERY good.
Basic food is exempt from GST. Some essential educational things like books, pens, pencils etc also GST free.
When Mr Howard introduce GST, he need the support of Democrats to get this legislation through upper house. Meg Lees (democrat leader) not agreed to have a blanket GST over every good and service. As a result, while take away food attracts the gst, basic food items are gst free.
The biggest joke at that time was, then opposition leader Kim Beazley publicly show how to calculate GST on chicken.
Poke your finger in a chicken's ass, if its 'cold, its GST free. If it's 'hot', it attracts GST. (frozen chicken, being a basic food, is GST free, 'Hot chicken' being a take away food, attracts GST)
