Yes... therein lies the problem. The Kirin 970, 980 & the 990 (5G) are all based on Cortex CPU series and Mali-G76 series GPUs.
(Note : The Kirin 990 holds a dual Neural Processing Unit (NPU) based on Huawei’s in-house DaVinci architecture. )
Also they are banned from using Qualcomm chips too. Hence to whom they turn into is the big question. Probably like their cheaper phones to MediaTek. But all their flagship features on the high end phones are based on the Kirin chip.

AFAIK almost every mobile computing SoC based on ARM.. even though ARM is UK based and continues to license their designs to huawei, it would be risky to rely on ARM in the long term.. And also tsmc & samsung must be the only fabs capable of fabricating 7nm chips.
There are rumors that huawei's own 45nm chip fab will be operational by the end of this year.![]()
