A USPS mail is now delayed 19 days .... contents: a small item which fits in to a usual letter.

And another parcel is delayed 39 days now ( a multimeter). The seller showed me a photo taken before shipping when i asked about it. I think it was lost some where in between . US$ 3.50 .... what to do?

I'm going to resolution center today anyway (ebay says to do it before tomorrow), unfortunately the guy is on holiday for Chinese new year. He's a good guy, but what to do? I need my money or the item.
