Ha ha ha.. Don't confuse the technical stuffs to users .. SEA-ME-WE 3 , SEA-ME-WE 4 , FLAG, Indo Lanka etc are international Fibre cables which provide SDH transmission links ( Like STM1 . STM4 ) etc. these cables are implemented by many operators as a "Consortium". You can buy / lease a connection to any operator in any country through these cable systems.
Internet Backbone is refered as how ISPs are connected with each others and with what capacity. If SLT has a link to Deutsche Telecom, it will lease a STM1 / 4 Circuit in SMW 3 or SMW 4, The transmission link might go through India. But any operators in India will not get the IP traffic from SLT. It is a pure transmission link.
"IP hop" in the traceroute represents the ISPs in which our IP traffic gets routed. The next IP hop is the next ISP which is connected to SLT. If SLT doesn't have any IP connectivity to India and only connection with Deutsche Telecom your IP traffic will first go to Deutsce Telecom then from that ISP only it will travel to India, even though SMW cable goes through India... These are basics in telecommunication and data networking. The person who started this thread doesn't know the routing basics and telecommunications basics. I am working in Data network as an administrator and have some ISP experience.

Upstream means the Internet Backbone providers of SLT and Downstream means SLT's customers.
I wonder why Ruckshan estimates others with his knowledge. We are discussing here for the benefits of other users. I have good experience in ISP industry. I am ready to discuss technical matters here. If you guys do not want the technical discussion. I will leave.
I am 100% sure and can prove that SLT uses Airtel , Deutsche Telekom and NTT Backbone . ( Deutsche and NTT are included in their Map)
Sandun if you think that SMW shortest path the traffic should go
SLT==> India==>Karachi => Arab==> Suez==> to Europe
But the IP traffic is not going that
SLT==> Airtel==> some ISP in Singapore==>US==>
