Falcon heavy only send one test payload for orbit. It not commercial or operation payload. Same in Angara 5 only send test payload. Because there is no market for ultra heavy vehicle. Angara 5 is roscosmos so it will get more heavy payloads like new russian space station. But date is unknown. But falcon heavy this type of payloads are unavailable.

SLS is development of shuttle and Staten programs. all engines are developed and fully tested. System testing is pass with flying colours. Starship is only a prototype that use russian test and test method to test. Russian testing had cap with designers futures. So it mostly three or four failure and it is early days of space race.but space X is not a pioneer rocket maker and its most of money came from NASA. NASA is in pr trouble. The SLS is in over budget and long delayed.so they need pr shunt for remove public eye from SLS. So they give small development level assignment for commercial market.
