May be 50% more but not 200%
For example:

Asus Center had been selling their X800XL cards for over Rs.40k when they were less than USD200 in USA.

PC House was seiing X800GTO cards for Rs.22500 when it was ~USD90 in USA.

Well, not 200%, but certainly over 100%

I have seen 7600GT AGP cards couple of times at EPSI. But didn't see them after that.

Hehe. I got lucky (lucky is an understatement, really!) and PC House sold me an X800GTO 256MB for Rs.9500, which I overclocked by, like 60% on the core :D

I was talking about the final fill rate improvement. 60% is not just clock speed boost. I unlocked 4 pipelines as well. So, 400x12=4800 becase 486x16=7776, which is a 62% improvement of the performance of the GPU. VRAM didn't do too high; just 490(x2) to 526(x2). Mind you, I have flashed the BIOS with these clock speeds, because it's impossible to overclock the VGA in Vista x64.

You can't update like that. You need to have the same hardware, and even the same BIOS with certain hardware features disabled. Generally, you can't unlock the disabled (if there are) pipelines of Geforce cards. But there have been cases where the 6600GT cards have been released with 4 pipelines disabled. They might be unlockable, but can't be quite certain. You'll have to do some research on that on your own. I got the info I required from forums.techpowerup.com and some guy helped me with the hacked BIOS (with 4 unlocked pipes) and I did my own tests and found out the maximum safe clock speeds for the core and mem and hacked that part on my own. :)

Woah! I will not play a game at that resolution. The lowest I've played in the last 4 years is 800x600; FEAR on a 9600Pro but with 4x AA/AF which compensated a lot for the reduced resolution by removing the jagged edges.
