we hired a one guy from India , but I don't know what to ask or how to monitor him.

he just sending monthly report , showing our ranking as per the key words.
but it's not enough , I don't see any effective result ..

Ditch him. Hire some people to do a strong social campaign. facebook and twitter. get them to post like crazy every day. that will help far better.

also create a few profiles on other forums with the website address as the signature, and then get involved in serious discussions.

Only few keywords are on the first page of google
ex
personalized corporate gifts dubai 6#
dorniel notebooks 5#
promotional printers dubai 4#
promotional gifts uae 8#

these keywords have low volume monthly searches less than 10
so its not usefull
other keywords are not in the first page so no traffic at all

first target some high volume keywords related to your site then do some seo
make backlinks ,onpage seo fix , etc

also update the blog as max as possible with related keywords
