Seems TRC has given frequency of Chanal 54 in 700 MHz band to Sirasa without publicly auctioning. Canage was trying to get the same frequency for the Google loon Project and if Auctioned Google would have out bid Sirasa easily and got it. In other terms, This is one of the prime frequency that digital divide will release for Broad Band Service to meet future demand.

This seems to be the tussle.
