    Nope, thats not the only issue. Within the city, no building is allowed to go taller than Dalada Maligawa.That stops building any high-risers.
    Outside the city, crowds are less so consumer based commercial buildings will not have much walk in crowds. So ROI is way too long for a business.

    That's a common belief. But apart from demolishing the rows of small shops aligning many of the streets, one can't build anything. Some of them date back to the English period. It's nothing to do with going taller than the Maligava.

    Building even to the level of Cargills is ok. But there's no room to build in the city.

    as per KCC management, this is a rule. Thats why their complex doesnt have more floors and even the upcoming cinema complex has only 5 floors.

    What you are saying about the height of the buildings maybe correct. But developers have to find ways overcome these obstacles. Like if you consider the elevation of previous bogambara prison, you can easily build a multistoried building. Besides there are many hotels nearby overlooking the maligawa.
