මෙම ගිවිසුම හරහා මෙරට භූමියෙන් 20%කට ආසන්න වන කොටසක ඇමෙරිකානු එක්සත් ජනපද ආධාර මගින් ක්‍රියාත්මක වන ආර්ථික කොරිඩෝවක් නිර්මාණය කිරීමට නියමිතය.

මෙම ගිවිසුමේ අඩංගු කරුණු හේතුවෙන් ශ්‍රී ලංකාවේ ස්වෛරීත්වයට හා ඒකීයභාවයට හානියක් යැයි කියමින් එය අත්සන් කිරීම ජනපති මෛත්‍රීපාල සිරිසේන මහතා විසින් කිහිපවරකදීම ප්‍රතික්ෂේප කරනු ලැබීය.

කෙසේ වෙතත් ඊයේ දින හිමිවූ කැබිනට් අනුමැතිය අනුව මුදල් ඇමති මංගල සමරවීර විසින් නුදුරේදීම මෙම ගිවිසුමට අත්සන් තැබීමට නියමිත අතර එය 2020 ආරම්භ වීමත් සමඟ ක්‍රියාත්මට කිරීමට නියමිත බව වාර්තා වේ.

ඊයේ දින පැවැති මාධ්‍ය හමුවකදී අගමැති රනිල් වික්‍රමසිංහ මහතා ප්‍රකාශ කළේ අමෙරිකානු එක්සත් ජනපද සහශ්‍ර ආයතනය හෙවත් මිලේනියම් චැලේන්ජ් කෝපරේෂන් ආයතනයෙන් ඩොලර් මිලියන 480 ක ප්‍රදානයක් ලබා ගැනීමේ ගිවිසුමට ජනාධිපතිවරණයට පෙර අත්සන් තබන බව අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මහතා පවසනවා. අරලියගහ මන්දිරයේ අද (30) පැවති මාධ්‍ය හමුවකදී මාධ්‍යවේදියෙකු නැගූ පැනයටකට පිළිතුරු දෙමින් අග්‍රාමාත්‍යවරයා මේ බව සඳහන් කළා.

MCC’s founding mission is to reduce poverty through economic growth, so the connection between growth and poverty reduction is key to its model.
The MCC programme addresses two binding constraints to economic growth – weaknesses in transport infrastructure and land administration systems.

For Sri Lanka this $480 million compact consists of two projects. The first seeks to enhance the road and bus network across in the Colombo metropolitan area and to reduce the cost of transport from the central region to the rest of the country. The second, focused on land reform, is to improve access
to information on private land and underutilized state lands as a means of improving land market activity.

The agreement was to be signed in December 2018 but was delayed due to unforeseen political events in Sri Lanka around that time. The MCC’s Board of Directors approved the Compact at its Board meeting in April 2019. The final step would be approval of the Compact by our Cabinet of Ministers and signing of the grant agreement by the government.This is a grant! Not a loan. So we don't have to repay it

The one billion USD GRANT from the Chinese to develop Port City was obviously NOT a loan, so Edelman has not done her homework or is deliberately misstating the truth to get Sri Lanka to sign on to the 'political' agenda of the MCC, which is China containment, not fighting poverty. All of the African countries the MCC have targeted are countries where China is making inroads as a development partner, and the US seeks to stop China's influence around the world by offering a financial alternative that bypasses US Congressional foreign aid review.

The MCC grants, like the IMF/World Bank loans being pushed by the Americans, come with STRINGS attached, in which every aspect of political and economic life in the country receiving the grant is 'dictated' by the United States. "Give up your sovereignty and we will give you a 'grant'" is the deal being offered, and most countries will say, "thanks, but NO thanks!" to this neo-colonist proposition. We saw real evidence of that recently when MCC officials threatened to pull their ''grant" from Sri Lanka unless a different Army Commander than Shavendra Silva was appointed. The US is determined to control the government of the countries it seeks to 'help' using the MCC as a front, and Sri Lanka needs to be smart and courageous enough to stand up to the United States to maintain its sovereignty and independence as a country.
