The new tariff is a “Time of Use” tariff where individual consumptions during three time blocks, namely “Off Peak” (2230 to 0530 of the following day), “Day”(0530 to 1830) and “Peak” (1830 to 2230) are separately metered and charged. 1 unit costs LKR 45 (http://www.ceb.lk/for-your-residence-2/).
20 units = 900 LKR = 1 Full charge.

You can buy 7.692 L petrol for 900 LKR. If your fuel economy is 12 kmpl, that can take you 84 kms. AFAIK, a leaf can take you 160km per charge, making the Leaf slightly upwords of 2 times cheaper than the former.
If you have a Prius with 38 kmpl, that gives you 292 km.

So for the same price:

Vios/Yaris/Belta, etc: 84km.
Alto: 138km (18 kmpl)
Leaf: 160km.
Prius: 292km.
