they told me the same thing.further more they told me that only 8 % of adsl users are heavy downloaders so slt wont mind if they loose those 8% by implementing FUP/Blacklisting.

SRI LANKA TELECOM is the one and only ADSL provider in sri lanka. So SLT is the BEST

there is no other adsl provider in sri lanka other than SLT.(afaik)
Your best option would be lankabell broadband(512/unlimited 2000rs)

ඊට පස්සේ මම ඇහුව ඔය ගොල්ලෝ limit කරලද කියල
එක තම අපිත් බලන්නේ කියල call එක cut උනා
