Hmm.. yeah.

But Singapore has a more open foreign investment / business policy and has many foreigners who are rich businessmen.

Sri Lanka has about 23 million natives but Singapore has only about 2 million true locals, the other 3+ million are foreigners. But I am not sure exactly of the numbers.

Anyways, you are correct, Sri Lanka could have developed like Singapore but I think sadly nationalist politics of SLFP did not help us.
