The ASU (Arbitrary Strength Unit) is just a measurement of received power from the network You can convert the ASU, Decibel-milliwatts to mW using a formula but this differs with the type of network.
On a 3G network the signal strength is usually stated as RSSI (Received Signal Strength Indication) and -100 dBm is a poor signal.
On a 4G LTE network the signal strength is measured in RSRP (Reference Signal Received Power), approx -20dBm lower than the RSSI. So in this case approximately -120dBm will be a poor signal.
