it's not about cheating ma mate........ it's the process you gotta undergo. for sure you should know to drive and have the knowledge of rules and road signs, it's just an obvious fact. if not why issue a licence, it's an indicator of the skills, that you are capable and suitable of it(driving).

Skill doesnt come over night. It comes with practice. The 3 months Learner's permit is to ensure that you have driving experience under real driving conditions. The end goal here is to issue licenses to, hopefully, experienced and responsible drivers.
The , learner's permit first and then license, method is used in a lot of other countries for the same reason.

Legally, a Learner cannot drive alone. A driver with a valid license must accompany the learner.
Also if the vehicle is displaying the 'L' board properly, other drivers must avoid it and cannot treat it as the same as an experienced driver.
If a Learner gets in to an accident. the valid license holder who is accompanying the learner is responsible.

Dunno if that applies to bikes. It applies to 4 wheeled vehicles. If it does apply to bikes, then its better. The country seriously needs responsible drivers regardless if its a 2 wheeler or more.
