Vehicle Insurance ගැන ප්‍රශ්ණයක්

මගේ bike එකක් තියෙනවා. ඒක ගෙදර තියෙන්නේ. මන් කොලබ ඉන්නේ. ඒක හින්දා වැඩිය පැදේන්නේ නෑ. ඒකෙ lease එකක් තිබිලා ගිය අවුරුද්දේ එක ගෙවලා ඉවර කරා. ගිය අවුරුද්දේ මුලම ඒකෙ Insurance එකත් ඉවර වුණා. Insurance එක ඉවර වෙන්ට කලින් Revenue license එකනම් ගත්තා. මේ වෙනකන් එකට Insurance එක renew කරලා නෑ, lease එක ඉවර වුන දවසේ ඉදන්. කලින්නම් leasing company එකට insurance සල්ලි දුන්නම උන් යවලා card එක ගෙනත් දෙනවා. දැන් lease එක ඉවර හින්දා process එක දැනගන්ට ඕනි.

Insurance compny එකට ගියානම් කරගන්ට පුලුවන් කියලා දන්නවා නමුත් bike එකේ පොත මගේ නමට හරවලා නෑ තාම. Leasing එකෙන් deletion letter එකක් එහෙම දුන්නා. මට උන් එදා ගෙවලා ඉවර වෙන දවසේ කියපුවා මතක නෑ දැන් අවුරුද්දක් විතර හින්දා. (bike එකේ 1st owner මම)

මේ ගැන දන්නා කට්ටියගෙන් උදව්වක් ඕනි කරගන්න විදිය ගැන.

Insurance ekekta katha karapan ban. Gedaratama awith karala dei. Methana haminenawata wada eka lesi. Tikak senior dial ekakata katha karapan etakota komath sure.

Under a lease "absolute owner" is Leasing Co and you are only "registered owner" for the purposes of MTA .
You need to change this and become the "owner" (absolute owner is the real owner of your bicycle you are just renting as lessee under a lease agreement . ) So you become owner of the bicycle so that you can sell or rent or even get money in an emergency by (Leaseback) so that you can get money and cycle both on payment of rental again.(this is good if you are in business).
Some companies need you to pay one rupee to transfer !! at the end of lease duration.
Next you may insure for risks that you want as the owner. Lease companies normally want all risks covered. It is your decision.
You may get only third party insurance which is the legal requirement . It is illegal to drive a vehicle on public roads without 3rd party insurance . So get it ASAP irrespective whether you use it or not . The fine for driving a vehicle without 3rd party is more than 3rd party insurance for bikes!! (I do not know present fine but it was always so when it came to third party insurance for bikes)

How can you sell a thing that you do not own?
You are only a lessee or person who had obtain a lease for an item. Can you sell a building which you leased from another for your business?
But you may ask lease company and they may consent to transfer directly from you to another person. This is possible if they agree. (just to reduce number of owners on the book, this may be doing . I do not know . But legally you cannot sell a thing that you leased from a person or company , irrepective of your full payment for the item. It needs to be transferred to your name. This is not so if you obtain the vehicle from hirepurchase(which is rare now but was very popular in 80s under Consumer Credit Act of 1982?
Whether you can change ownership, without going to RMV, sorry I cant answer. But normally transfer papers were direclty sent to RMV by two parties. So it may be possible. Best is to ask your finace company. Since it is practical issue and nothing to do with law they are the best. I havent transferred a vehicle for a long time!! and mine was a new one so there was no need to go to RMV it was issued by DS at Maligawatta. They share informaton with customs and I did not have to fill a single form and only one person dealt all the issues .(unlike govt places where you need to go to several places to pay and approcal etc). Who said govt service cannot be improved? If there is a will there is a way.
