That's the beauty of the crime. Someone had done it for him. Think someone paid you a vacation trip with black money and you spend the vacation. Who is the responsible party for the crime. You or the guy who bought tickets for you.

This is same as that, because his father in head of state he was funded this guy's training under navy program. So this guy knows nothing about it. He just enjoyed what he was provided. Ya. ya. 220 million for a personal course is acceptable in a country which minimal wage of a navy person is way bellow $1000 per month. So where was the rest of trainees that attended to these same courses???
