Rate is limited to 8mbps, and it's enough to watch HD content on the same connection by 2 persons at the same time.
Some UHD contents are also possible.

When watching on my smart TV (1080p) , No data charged

However when I'm watching netflix on my phone. Data charges apply.

I asked dialog cc regarding this, they said the maximum resolution they allow without data charges is 1080p

UHD or 4K resolutions, data will be charged.

I think you will have to contact support again and ask for someone who really knows it. I always use UHD on phone and browser no data charge, before I activated they also confirmed there are no limits on resolution.
