I activated the dialog package and tested it.

When watching on my smart TV (1080p) , No data charged

However when I'm watching netflix on my phone. Data charges apply.

I asked dialog cc regarding this, they said the maximum resolution they allow without data charges is 1080p

UHD or 4K resolutions, data will be charged.

This is not true. To charge data for 4k and to not charge data for HD, that algorithm would be insanity to write and not be accurate. Its not humanely possible.
That aside, Dialog CC told me there is no throttling as such. But if the connection is not strong enough it will fall back to HD.

I personally have been watching 4K without any issues.

Search for 'Test Patterns' in Netflix and you can see the various streaming qualities that are possible on your connection. Mine goes up to 4K UHD @ 60FPS, with 5.1 audio enabled.
