AFAIK there are NO free tools to do this conversion. If the OST files you want to convert and not currently connected to a functioning Outlook profile, you need to purchase a conversion tool. There are many.

The only free tool to convert was available from M$ TechNet a long time ago and this only works with the old ANSI pst format. Useless these days.

However there are free OST & PST file viewers that function without Outlook and Exchange Account.
