There is no such thing as a Free Flight. The free travel under 2 years was stopped a long time ago. The usual charge is 10% of adult fare + all the applicable taxes on all International flights.
Depending on the airline and the route - child fares can vary (with seat allocated), sometimes charged at between 50% - 80%.

Also note that some airlines allow infants up to two years free on domestic flights. Sometimes airlines offer kids travel free as promotional fares, but haven't seen any offers post-Covid.
Many airlines need a medical certificate if the infant is less than a week old. (48 hrs - week old)

Always check with the airline if you are travelling with an infant as details needs to be added at the time of booking the accompanying adult ticket.

Which airline are you referring to? We have to declare passengers so we did. I had to pay some 18 or 20,000/= for my 1Y 6M baby. Sri lanka to Australia. this is 8 months ago.
Sri Lankan airlines -> Malindo Air.

you need to buy a ticket irrespective of having a seat. Child will also have separate luggage allowance(unless budget). Ticket price is less than child having a seat. Ticket is exchanged with boarding pass to board plane.
