Ragging is done by mostly for jealousy and this is done by very few JVPers and supported by few others who wants to create a division between students who are well to do others.
the objective is political.
This was happening from early days but became bad in 80s and 90s . Few times govts in power used decoys to catch but without success.
If this govt wants to change the prevailing system this is a good place to start as they have failed in all others including Law and Order and Underworld killings and Police killings etc.
I do not think NPP govt will prevent such things as the student unions who are sympathetic to them are main culprits for Ragging.
This is a National Menace that was going on for decades.
