It's an idea floated by a minority that has no idea what they are talking about.
The main argument they take is the Arab countries. Arab countries are the most lawless countries in the world. Yes it looks like they do, but controlling people like chicken or dogs is not something that's done in a civilization. Controlling should come through education, understanding, and self discipline.
If you impose death penalty then what next? Too many thefts and solve by chopping off hands? Women go out too much, what then, get them to wear burqas?
An idea may look legit but think hard.
In our country do we have an unbiased law?

I've been reading this book called "Thinking in Systems" by Donella Meadow and it emphasize regarding these kind of matters well ...
Usually everything in this universe are systems
Either Balancing/Equilibrium loop system or feedback reinforcing loops.
Systems comprise of 3 things
Elements ; Interconnections & function/purpose/goal.
People are just elements of a system - system/loop will circulate itself until the Interconnections/goals get dismantled.
Elements will replace itself when one object is gone
Real deal is figure out what connections+motives keep this loop ongoing and overhaul them.
