If you want to change lanes, it should be done with proper signalling and should always give way for the vehicle in that lane.
If you meet an accident when changing lanes, one who changed the lane is al fault.

You are not correct.

Here is the lane law :-

According to these regulations heavy vehicles, short distance buses and three-wheelers should use only the left traffic lane on the road. Long distance buses should use the same lane unless they can use the very next traffic lane on the right when it is free. Other vehicles including motor cycles can use any traffic lane even though they will not be allowed to change lanes on their own determination.

ගිය මාසේ පෝයදවසෙ මිනුවන්ගොඩ අබගහවත්තෙ පන්සල ඉස්සරහට වෙලා පන්සල් එන බයිසිකල් ඇල්ලුව මම දැක්ක.හැබැයි මම කවදාවත් කොහෙවත් පල්ලියක් ඉස්සරහට වෙලා ඔහොම කරනවනම් දැකල නැහැ.
