People can safely work on a 33kV line. In fact they do. But they can't touch anything else. You are quite safe at the 33kV potential. In the car you are insulated from the ground. The fallen wire takes the car and you to the high voltage state. Nothing happens TILL you ground yourself. You should stay calm, unless ther's a fire or some life threatning event is going to happen.
