Yes health service need to stay under government and education as well.
However university education need to be Gov paid scholarship to students who got qualifications but can't afford with conditions such as if you failed a subject and repeat they need to pay from their own pocket. Others need to have a ability to apply for interest free loans.
Healthcare need to be free for poor and others need to pay fixed % based on their salary (annual income) . For this to work we need proper income tax system to monitor salaries( income) .
