We did purchase much more complex procurements such as Locomotive Engines , Ships and even Aeroplanes all before privatizaton with FR and AR and also several CT scanners Gamma Ray scintillator (only one we got from renowned brand) and even highly technical procurements through technical evaluations . In fact first issue occurred in CT scanner that did not follow such procedure !!(It was donated to Apeksha Hospital (thne Cancer H)by Felix Dias B Memorial Fund by his wife!
There are ways to address most issues if one is honest and knowledgeable including in the item you are going to purchase!

I referring one procured. Just study who had to give the final decision then. (As I heard, there was not a unanimous agreement among the evaluation committee over the selection of a machine. While one machine satisfies the minimum requirement, another one exceeded favorably the requirement with a higher price. The selection of the machine which just compiled the minimum requirement, or selection of the better machine, that was a question. )
