ඒ කාලෙ ලංකාවෙ Auditor General හිටියෙ සරත් මායාදුන්නේ බොසා... සරත් බොසත් ෆුල් සප් එක දෙනවා අපේ සුද්දට...

we have many more honest servants. Only few corrupt persons. But like in Aparthied South Africa the minority Rules and steam rolled over others. Another example is Ragging in state Uni(only very small fraction does it but Minority Rules!)
Didnt we forget that all powerful Gota went to Lankagama Road fiasco and , a White Clad govt officer boldly confronted newly appointed President . with 5.9 million votes ,and said boldly in front of camera and public that there was a govt circular that prevented him from implementing Verbal Orders of President. Then Gota said 'My words are Circulars" and who applauded president and humiliated Govt Officer ? (it was voters!! or public!)
Rest is history.
Auditors do a commendable work that is why you have Auditor General appointed directly by President (according to constitution). Auditor Gen officers are closed service . Auditor Gen position is independent but not so if an outsider with no or basic experienced with Auditing is appointed. Like what AKD did?

there are enough room under FR and AR to work around if you want to do something. It is lack of knowledge of people on these and culture of observance in breach that are drawback!

They do budget (the method you mention here is a way blindfolded method of incremental budgeting, however, there are instances to pursue with zero based budgeting), and just study the what had happen when procuring the PET scanner? How many complexities were occurred with the tender procedures?
