Yes, both can happen. However, as I said, this is a credible fix. If your request is legitimate (air travel and other provable stuff), banks will usually try to do the conversion. (In case you're wondering, no, buying dollar notes for just holding on to them isn't a legitimate request) If they can, they'll try to at least process a legitimate request without actually providing you the dollar notes. There's very little you can do with dollar notes now anyway, other than holding or personal selling. You can't use it to import anything, and buying anything directly will invite some scrutiny. So the best thing is to get them converted at a bank or authorized place for the fixed rate. You can try selling personally, but at the end of the chain, there's not much use for those who buy them either. This is why the rates are already dropping, and the CBSL can CREDIBLY impose the fixed rate.
