Nursing is on job training (like KDU military personnel). They are paid and accommodation is also given free with an allowance. So there is a bond and this is to prevent train people from leaving as well as to prevent drop outs. Therere are other similar courses (eg survey ). There are some additional rules (you cannot get married during training etc).
Universities are different as you get only free 'tution' though some call it 'free education'. There is no bond you earn it from your results. Even medicine degree you may quit. But this is not so in other paid training eg forces, police, KDU, Survey, etc
If you quit before bonded period you need to pay the bond. (you may forward an appeal and see if there are genuine reasons for quit. In most cases govt allows you to pay in installments. If not the govt will file a case and recover from you as well as sureties the amount stated.
