You can't book a bassinet without making a booking. Once a booking is made either the travel agent requests the airline or the system auto generates a flag to the reservation system to allocate a bassinet seat. They will try to accommodate you.
Usually if you are travelling with kids and even if you are not allowed to book seats the system will always place the family together.

Also note that the bassinets are for kids weighing < 25 lbs

ඒ හැර, take off / landing /seat belt warning අවස්ථා වලදී ළමයා ඒකේ තියන්න දෙන්නේත් නැහැ.

Under ticketing , you can reserve one . This is just to know how many are in the flight and whether they can be accommodated. As bassinet places are always at front row middle number are limited. Normally bassinet is given for less than ..kg or less than 6 -9month child. If not a seat is given and higher price for ticket. I do not think bassinet is offered for 1year and above babies. As the weight and size (length) do not match the requirements. Bassinet is fixed to partition board hence cannot strain. Even if you do not book in advance they offer if the infant is carried specially in long haul flights, but this is limited and reservation is preferred as no extra charge was made for that.

When does someone do the reservation? I mean seat selection. After payment or just before payment?

Seat selection should be done before the payment. Most airlines charge for seat selection. Few days ago I booked tickets for next easter, seat selection cost me MEL-SIN $22 each, SIN-CMB $14 each , but return seat selection is free.
When you book with an infant, Singapore airlines give you complimetary front row seats. (Other airlines may do the same)

    Thanks a lot.
That’s what I saw in Singapore Airlines website as well. I was told by an agent bassinets(or front seats) can’t be guaranteed until I pay. What nonsense is that. If it is available they can show it.

So as I decided before, It’s better to book with Singapore Airlines.

If you book directly with SQ site you can always call them. If you through an agent, they can refuse to entertain you saying that get your agent to do whatever you need - or else they will charge a fee for their services.
You can always call them and verify what I just said. We always book directly. No agents. Anyway I am a PPS member with SQ and even if I fly economy, I can access the business lounge, book seats, priority boarding and get extra 20 kgs for free, which btw we never carry.
Don't worry too much. Book in advance. Problems arise only if the flight is full.

Yes. SA will give you front row complimentary seats. You may ask for a bassinet in special requirmants too.
When my kids are very young, I used to travel to SIN in the morning flight, and stay in the transit hotel and catch SQ468 in the night.
