What's the point? By importing it yourself from eBay/Amazon or even Walmart or best buy you can get a same-spec laptop for half the price. The prices go even lower during sales events like Black Friday.

Best option is buying from amazon. Bought a lenova from there. Got it within 1 week through ups. initial tax and handling fee was 15000. Later reimburse me 7500. It is like that.
    When did you buy it?
A few weeks ago, Amazon's "Shipping & Import Charges" increased significantly. It seems that the end cost is the same as buying from a local seller.

You can actually. All they do is check the IMEI to find out if the phone is being used, and if it is, they can get the details of the new SIM card.

The government cannot block unregistered IMEIs because then they'd have to register every smart device that can use a SIM card. Stuff like 4G routers and car entertainment systems. And then the government will need to register all the devices tourists bring. It's just not feasible to do it realistically.

The only drawback of not being registered is that certain authorized dealers won't repair unregistered phones. (Eg: Genxt)

If your phone is held by customs and you pay taxes, it will be registered on TRCSL without requiring any approvals. You just need to fill out a short form at the post office with your IMEI, name, and ID and that's it.
So, you're saying I can import a mobile phone from amazon or ebay without needing pre approval from TRCSL? I just need to fill out some forms at the post office and they'll handle the TRCSL registration and then release the phone to me?

    Yep pretty much

I collected tye parcel today. Once you got the letter from postal service through (reg post), take the both letters to nearest parcel post center. No need to fill them as they will guide you through what you need to fill. Please take your ID and photo copy of both sides as they will ask it. Parcel collection center will check your form and give you a token no. They will call it when they have your item. Also they don't accept credit/debit cards so take appropriate amount.

Customs officer will ask the cost of the item, please say the correct amount but ask nicely if he can undervalue it and give you a lower tax rate. Don't be rude. They got annoyed with one guy and send him back and asked him to bring in item invoice and bank statement to comfirm the amount.

I said cost me 30s and asked nicely if I can get a lower tax. In the end I paid Rs5700 as a tax. If he put correct amount I'll end up paying Rs8500+

@Hyaenidae thanx for the help. Whole import customs process was much more organised than I expected. I expected chaos but im in and out in 45min.

Apparently there are dozens of Sinhalu who got the same treatment but chose to be satisfied with a subpar replacement/repair

Greenware is good only until you buy the product, aftersales service is crap and a total scam! I bought a Galaxy S8 from their Liberty Plaza shop around 6 months after it released in 2017 under 1 year warranty, after around 3 months, all sensors (gryo, proximity, auto brightness etc) broke. Went to the shop to claim warranty, they said that they'll give a brand new phone and asked to come in a week, when I went, they gave me a used phone in a different color that had scratches, when I demanded a new one (as they promised), they asked me to come in a few weeks. When I came in a few weeks, they said that they have a brand new phone, but when they showed it to me, it was an opened box, but since it didn't have any damages I took it home. Again the same sensor issue happened to this "new phone" as well. They said that they can't give a new phone again and will fix it for me. I didn't want to do any more business with them and requested a refund and all they gave me was 50% of what I paid.

Now that I think of it, its totally possible they gave me a used phone when I originally bought it for the first time because it had really bad battery drain, 3 hours screen on time on light use.

Lesson learnt, buy from official channels whenever possible.
