It is not the Parties that are bad, but the persons under those. There cannot be laws that prevent new parties on religious or ethnic lines. That will be against Human Rights. Even in US there are parties created on ethnicity , black rights, other rights. But they do not thrive over dominent parties. and sometimes there are candidates at presidential elections, but did not get substantial votes. But there are lot of parties and even independents, Eg Bernie Sanders was an independent but tried to get Democratic nomination due to high polarization in two party system. In UK there are more parties than Conservatives and Labour(eg Liberal , Green) . This show the knowledge of GR's legal advisor on global issues. Good luck for GR and his cabinet.
