You need special permission from the Ministry of Defense and a permit to carry a licensed gun.

To get this permit, there are several avenues.

1. To receive constant and provable death threats

2. To be an owner of a security firm / or in the director board of a such which ensures the safety of money in any recognized monitory organization

3. The need to move /travel with money or items exceeding the value of 10 million (vehicles don't count ) .. ex : Finance organizations , Money lenders (official type) or Jewelry / Precious stones / Diamond merchants.


If your "friend" by any chance belong to any of those groups.., he can apply for a license from the MOD. He must under go a training session and a certification of marksmanship (simply meaning that he can shoot at something without shooting his own foot)

You can get an air rifle if you own a land size exceeding 5 acres. For that you need to be less than 60 or 65 yrs old.

If u own more than 25acrs (earning property- not dead land) u can apply for Rifle (Not automatic).
U need GS certificate, Divisional ASP approval for prior proses.

If Defense ministry approved your request u can get Rifle for protect your property.

If u want get Pistol U have to prove your life in danger in case of your earned money or some deference ministry mentioned conditions.

The easiest way is live without gun.

well., yes.

but you specified it as a Hand gun . hence the reply.

However, the easiest way to get is through the right contacts. . It will cost you around 50K to 150 K depending on the make , year and the usage of the gun you are getting.

Of course, there's no license . but "this is sri lanka" mate.. there are more than 1 way of getting it if you know how to pull the right strings and grease the right palms
