I thought it's the opposite, they do pay 100% for used parts and labor so old vehicles which rarely has brand new spare parts available would be able to claim the whole repair bill ne

OTOH newer cars with brand new parts available won't be paid the complete amount because all insurance providers stop paying 100% for brand new parts after 5 years or so
