    උඹ නැත්තම් කොහොමද කියන්නේ විගණනය අනිවාර්යයි කියල? 20 ගෙනත් විගණනය අයින් කරාට පස්සේ මොන නීතියෙන් ද ජනාධිපති කාර්යාලයේ විගණනය අනිවාර්ය වෙන්නේ?

    විගණනය අනිවාර්යනම් ජනාධිපති සහ අගමැති කාර්යාල විගණනය වෙනවනේ....මේකෙන් ඉවත් වෙන්නේ විගනාකධිපති කරන්න ඕනේ කියන එක අයින් වෙන එකනේ....

    මට මතක හැටියට 19යේ 153 වගන්තියත් 20 දී වෙනස් වෙනවා නේ...එහෙනම් විගනාක්ධිපතිගේ ස්වාදීනත්වය අඩු වෙනවා නේ ? එහෙනම් කොහොමද කියන්නේ විගනාකධි පතිගේ විගණන වාර්තාව ස්වාදීන එකක් කියල

    මුලින්ම රාජ්‍ය ආයතනව විගනන වගකීම තියෙන්නේ විගණකාධිපතිට. රාජ්‍ය ආයතන සමාගම් පනනෙත් හසුරුවන්නේ නෑ. (සමහර රාජ්‍ය සමාගම් හැර ).
    සමාගම් පනතේන් හසුරුවන සමාගම් වලට විතරයි ප්‍රයිවේට් ඔඩිට් එන්ටිටි කරන්න ඕනේ.

    මමත් විගණනය සම්බන්ධව පැහැදිලි කිරීම් දන්නෙ නෑ. ඒ නිසා පැහැදිලි කිරීම් නැතුව වෙන දෙයක් කියන්නං.

    මේකෙ කියල තියෙන විදියට දැන් තියෙන විදියට වඩා ශක්තිමත්, සාධාරණ, වංචා වලින් ගැළවිලා යන්න බැරි විදියක් හදන්න යන්නෙ. කවුද ඒක හදන්න යන්නෙ? මහින්ද, බැසිල්, ගෝට ඇතුළු සෙට් එක.(සභාවේ සිනා) අර ඉස්සර ඉඳලම අපි දන්න කට්ටිය..

    කිසිම වෙලාවක විගණන ආයතනයෙන් වන්දි ඉල්ලනවා කියලා දෙයක් වෙන්නේ නෑ එහෙම ලෝකේ වෙලා නෑ

    විගණනය මුලින්ම ඉගෙන ගන්න කොට කරන case studies වගයක් තියනවා. ඒවල නම් මට හරියටම මතක නැති වුනත් එකකදී වෙන්නේ ඔයිල් ටැංකි වගයක තියන ඔයිල් ප්‍රමාණයේ තොගය ගැනීම (stock taking) කරද්දී අයිති කම්පනිය ටැංකි වලට වතුර පුරවලා උඩ විතරක් ඔයිල් තට්ටුවක් පාවෙන්න තියල තියලා තමන්ගේ තෙල් තොගය වැඩිපුර පෙන්නලා තිබ්බා. ඔඩිට් කරන ආයතනය ටැංකිවල මතුපිට පමණක් පරීක්ෂා කර තම වෘත්තීය නොසැලකිල්ල (professional negligence) හේතුවෙන් සියළුම ටැංකි තෙල්වලින් පිරී ඇතැයි යන නිගමනය උඩ තෙල් තොගය වැරදියට තහවුරු කර විගණන වාර්තාව නිකුත් කළා. මේ හේතුවෙන් කොටස් හිමියන්ට වුන අලාභයට විගණන සමාගම වගකීමට බැදී වන්දි ගෙවීමට සිදුවුනා. ඔයවගේ cases ගොඩක් තියනවා. මෝඩයෙක් වගේ කියවන්නේ නැතුව හොයල බලලා facts වලට කතා කරපන්.

    හොයලා බලපන් ලඟදි කඩාගෙන වැටුන ලංකාවේ ලොකුම ආයතන ( නම් කියන්න කැමති නෑ ) වලටත් හොඳ ඔඩිට් රිපෝට් අන්තිම වෙනකන් වගේ තිබිලා තියෙනවා

    උඹට තියන අවුල ජනාධි පති සහ අගමැති විගණනය වෙන්නේ නෑ කියන එකනේ...එහෙම එකක් නෑ කියල තමයි මට කියන්නේ වෙන්නේ...ඒවත් විගණනය වෙනවා හැබැයි ඕවට document වල කෑලි කපල අලවන්න තරම් දේවල් මම කියෙව්වේ නෑ.... කොහොමත් මේ තත්වය යටතේ විගණන සීන් එකට මම විරුද්දයි

    ඒ කොහොම වෙතත් මේ දවස් වල දේශපාලනය දිහා බලන් ඉන්නවා විතරයි....බදුර්දීන් වගේ පක්කු එක්ක මොනාද කරන්නේ කියල.... මොකද ආණ්ඩුව කොනක ඉඳන් පට්ට ගහන්න පුළුවන් ජෙපි ටෝයියෝන්ට නෙමෙයි...ඒකත් හරියට කරන්න පුළුවන් බයියෝන්ටම තමයි....
