ex: I am entitle for 14 annual and 7 casual total 21 per year. but got leave for 10 for the year. so can claim for balance 11 leaves.

You are not entitled by regulations but if there is an agree ment yes. Usually they use the basic salary as the base. No of days will be decided based on your trade. Ex. Shop &office, twenty days per month.
